The proposed solution involves three distinct phases beginning with the establishment of a bipartisan Senate Select committee to serve as primary U.S. negotiators. This committee would engage with Ukrainian leaders, European partners, and a ministerial-level Russian delegation, incorporating bipartisan perspectives while ensuring the administration retains final decision-making authority. The approach aims to provide sustained oversight and fresh diplomatic channels beyond current efforts that have yielded little progress despite multiple high-level meetings.
Phase two focuses on building international consensus through engagement with the G20 and other nations, recognizing that the conflict has far-reaching consequences beyond the battlefield. The war has reshaped global security architecture, destabilized energy and food markets, and tested international legal frameworks. Concurrently, the committee would work on legislative measures to restrict foreign property purchases, addressing security concerns while maintaining pressure on Russia.
The third phase centers on security implementation through the European SkyShield Initiative, a regional air and missile defense project involving approximately 24 nations. The proposal calls for deployment beginning in western Ukraine with expansion to central and northern regions, creating a multi-layered defense network against drones and missiles. This approach aims to provide security guarantees for most Ukrainian territory while limiting conflict zones, with low escalation risk since the system would only intercept projectiles without engaging Russian aircraft.
The strategy acknowledges Russia's pattern of misrepresentation regarding its intentions, citing pre-invasion denials in 2021-2022 followed by justification claims that have been thoroughly discredited by international investigations. The American Party emphasizes that Russia should not have veto power over peace initiatives and that the U.S. must maintain its position regarding Russia as a strategic competitor while pursuing diplomatic solutions.
